fix: 온콜 시험이 Slack 까지 실제 P0 와 같은 경로로 - #322

test-trigger 가 PagerDuty 토픽에만 메시지를 보내서 Slack(#ruleup-alert·긴급 채널 멘션)이 빠졌다. 시험 경보 ruleup-prod-P0-ONCALL-TEST 를 실제 P0 와 같은 AlarmActions 로 두고 set-alarm-state 로 상태만 바꾼다. 아무도 내지 않는 지표를 missing=ignore 로 봐서 다음 평가에서 OK 로 돌아가지 않으므로 10분 에스컬레이션도 그대로 볼 수 있다. tests_pagerduty 를 CI 에 넣는다. ruleup-prod-P0-ONCALL-TEST를 만듭니다.ruleup-prod-alerts,ruleup-prod-p0-alerts,ruleup-prod-pagerdutyset-alarm-state로 ALARM 또는 OK로 바꿉니다.RuleUp/Observe OnCallTest)를 missing=ignore로 봅니다. 그래서 다음 평가에서 OK로 돌아가지 않고, 10분 에스컬레이션까지 볼 수 있습니다.test-resolve를 실행하면 Slack 복구 알림이 오고 PagerDuty 사건이 닫힙니다.tests_pagerduty를 CI에 넣었습니다.스택: #321 위에 올렸습니다.
