Purpose: mechanically isolate one bounded Stage-R canary for the private Thai volunteer/civil-society paired-sweep experiment without exposing reference-side findings or granting any private-repository credential.
The job receives only literal neutral-seed tokens (
volunteers,foundations) that occur in the prospectively frozen semantic intent. A second lookup is permitted only when Wiktionary itself returns/admit a source lemma. Thai strings are captured only when literally present in Wiktionary translation templates.This PR exists solely to trigger free public GitHub Actions and preserve a real execution artifact. After evidence is reviewed, close this PR without merge and retire the branch.
