chore(release): span-panel-api 3.8.0b2 and schema-1 1.4.0b4 - #235

Carries the masked device-tree export and its follow-ups (#229, #231), the subtype class fix (#228, #230), cleared retained values read as unpublished (#232) and the charge-limit range (#233). schema-1 floors on span-panel-api 3.8.0b2, whose masked-tree protocol and types it implements and whose client reads a cleared value as unpublished; the core schema-1 extra floors on 1.4.0b4. schema-0 stays 1.3.0b1. The changelog entries are already under Unreleased, as a beta gets no heading of its own.
