- vetFilingDocSize wasn't actually being used, changed that
- Then ignore doc size in True Filing, since they (wrongly) limit doc sizes to 50kb, which is silly.
- Then add allow_anon_user to let us try to file without email (something that we'll want to do).
- Let users query case type without having a case category.
