feat(logistics): create route optimization waypoint planner with drag-and-drop map

Summary
This PR adds a drag-and-drop route optimization planner for fleet managers to reorder delivery waypoints, visualize the optimized route on a map, and export the final route as JSON.
What was implemented
Added a route optimizer map with draggable waypoint markers
Calculated and rendered the optimized route polyline between reordered stops
Added waypoint reorder controls for manual adjustments
Displayed total route distance and estimated travel time
Added JSON export for the optimized route payload
Improved mobile layout so controls stack cleanly on smaller screens
Kept the implementation aligned with the project’s component → hook → service architecture
Technical details
Built the UI in RouteOptimizer.tsx
Added optimization logic in useRouteOptimization.ts
Added a service layer for route optimization and fallback logic in routeOptimizationService.ts
Added regression coverage in RouteOptimizer.test.tsx
Verification
Route optimizer unit tests passed
Lint checks passed for the touched files
