💡 Reviewer 참고사항

• 머지 직후 새 backmerge.yml이 처음 실행됨. dev에 동일 변경이 이미 있으므로 머지 결과 트리가 dev와 같아 백머지 PR 없이 skip 되는 것이 기대 동작
• 머지 시 release-create가 draft 릴리즈를 생성함. 코드 변경이 없으므로 publish 하지 않고 다음 정기 릴리즈에서 갱신해 사용
• pr-labeler는 base(main)에 아직 없어 이 PR에는 라벨을 수동 부여함
• Slack 웹훅 시크릿 / (필요 시) BACKMERGE_TOKEN 등록 여부 확인 필요
