docs: README to standard, dependabot PR limit - #18

Add the missing Features section, fold the wire-compatibility deep dive into ADAPTER_CONTRACT.md plus the sections that already cover it, trim 1835 to 1197 words, use the canonical footer. Add open-pull-requests-limit 5 to both dependabot updates.

Adds the missing Features section, folds the wire-compatibility deep dive into ADAPTER_CONTRACT.md (ports, env var and fallback stay covered in Requirements, Configuration and Troubleshooting), trims 1835 to 1197 words with the canonical footer, and caps both dependabot updates at 5 open PRs. CodeQL default setup was enabled separately. Verified locally: typecheck clean, 82 tests green.
