Follow upstream's orch/ and watch-pr/ layout: herdr-dispatch.ts, herdr-config.ts, and configure-herdr.ts become herdr/dispatch.ts, herdr/config.ts, and herdr/configure.ts, with their tests beside them. This PR moves the fork's Herdr scripts out of the flat
poteto-mode/scripts/directory and into aherdr/folder.
