Quarantined for sending a steam charts link

Describe the bug
So, I was chatting and then i sent a github link in it. but i got quarantined.

Expected behavior
When you reproduce this error, you get instantly quarantined

To Reproduce
Just open a test server for tj-bot and type this link for example-

• https://steamcharts.com/app/440
  and you will get instantly quarantined.

Probably just a normal false-positive. We have a few of those and someone needs to sit down and do another round of adjusting the scam blocker for the false positives that happened since last time.

Since it is hard to determine which link is scam and which is not, what do you think about bot registering link to moderators so that they will decide if it is scam or not instead of automatic quarantines. Or if it's too tiring, what about giving Together Java community an ability to vote with certain kind of emoji reaction on a message so after certain amount of it for example like after 5 of them message author get's quarantined. Or just with context menu command. This would avoid the headache for moderators to manually check everything.

The bot already supports a mode where Mods decide if something is scam or not (see the config). We decided to go for auto-mode in the server though, because the amount of false positives in practice is extremely low.
