Reconcile README/current audit/project status with the live closed Issue #2/#3 scope. Record the public preview.113 local Setup commit, binary versions and healthy Controller/database. Preserve exact historical live-job build labels and leave Certified GA gates intact. No new issue; stable v0.0.1 and published preview assets unchanged. Validation: git diff --check, Test-ChangelogConsistency, Test-VersionConsistency all passed.
