[Bug]: Unassigning TS ID from group fails when payload is too large

Describe the bug

Unassigning a TS ID currently works via a PATCH and requires a full payload. If there are say 1000+ ts ids for a group, and only a single ts id is unassigned this causes an error as reported in https://jira.hecdev.net/browse/CWMSVUE-779

Expected behavior

TS ID should be unassigned without an error.

the CWMS_TS_PACKAGE supports unassignment, and so it should be easy enough to call directly. That being said, I'm not sure the best place for that operation to live. Should that be its own endpoint? Or should query params for timeseries id and a flag for unassignFromGroup be added to the delete method?

This came up on a call about TS Group deletion removing all TS from a group. Glad to see it's being covered. I bumped priority as more and more districts are making use of TS Groups and did not want it to slip by.

Not 100% who is working it, if it is still Bryson, so assigning to peter for tracking purposes.
