508 Compliance Issues with Menu and Sidebar for Mobile

I came across two 508 compliance issues that appear to be within groundwork and occur when pages are reduced for mobile mode. One is with the burger bar button that replaces the menu at the top of the page, and the other is with the select that replaces the sidebar.

We experienced these issues as well. We also got flagged for the background and foreground colors not have a sufficient contrast ratio and the US Government Flag is not under the ARIA roles.
