fix(ci): drop unsupported curl --fail-with-body flag for website rebuild hook

Summary

Fix the curl: option --fail-with-body: is badly used here error in the website rebuild GitHub Actions workflow.

Root cause

The curl invocation used the --fail-with-body flag, which the ubuntu-latest runner's curl version does not support. Options are parsed at invocation; the unrecognized option aborted every attempt before the HTTP request was made.

Change

• Drop the unsupported --fail-with-body flag. -f (from -fsS) already makes curl fail on HTTP errors, so the retry loop and error handling still work as intended.

Verification

• Yank both workflow_dispatch and release triggers are present.
• Confirmed no --fail-with-body remains in the workflow.
• One-line diff from origin/main (065c3e6).
• Lefthook fmt, clippy, and commit verification passed.
