Why

Keeps the Rust binding's build and runtime dependencies current: cc 1.4.7 → 1.9.0 (build-dependency used by bindings/rust/build.rs to compile the parser) and tree-sitter-language 0.1.8 → 0.1.9 (the LanguageFn type the crate exports). Proposed by Renovate.

Requirements

• required: not recorded — ask the requester
• required: the published crate keeps compiling the C parser through cc and exporting LANGUAGE as a tree_sitter_language::LanguageFn, as callers of the crate depend on.
• chosen: change only Cargo.lock; the Cargo.toml ranges already admit both versions, so no manifest edit is needed.

No behavior change for crate or npm users; only the locked Rust dependency versions move.

Technical Summary

Cargo.lock only: cc 1.9.0 (with its dependency find-msvc-tools 0.1.13 → 0.1.15) and tree-sitter-language 0.1.9. No source or generated-parser changes.

Testing

CI test-rust (cargo build and test), test, multi-OS test and fuzz jobs pass on this head.
