Feature/1026 emergency pause UI

Summary

Closes #1026
Implemented a platform-wide emergency pause UI to gracefully halt trading interactions when the protocol is paused.

• Refactored the useGlobalPause hook to poll /protocol/status every 30 seconds and globally sync the pause state via a pub/sub listener pattern.
• Injected GlobalPauseBanner into the App root layout so the alert (with pause timestamp and status page link) is visible across all routes.
• Disabled all buy, sell, stake, and atomic swap CTA buttons across the application when a pause is active (PortfolioHoldingRow, BuySellKeyFlow, TradeDialog, StakingRewardsSection, and AtomicSwapCreatePage).
• Wrapped disabled trading CTAs with the UnavailableAction component to present users with a helpful tooltip ("Platform is currently paused") explaining why the action is disabled.
