Adds GOVERNANCE.md: BDFL governance through at least 1.0 (no guarantee beyond), maintainer alone decides language/ecosystem direction, bug fixes welcome, no roadmap beyond stable syntax/semantics and mostly bug-free compilation/runtime, forking encouraged. CONTRIBUTING.md gets a matching 'How Contributions Work' section; README links to GOVERNANCE.md.
