nit: this feels akwardly placed but maybe im reading into it too much. Mostly because i know its basically we have moved everything to use the file format api, and have support but not sure to what extent.

Yeah, that's why I said "begun" to use the File Format API. I can't figure out a great way to dig into the details without just restating the entire premise of the File Format API...which I don't want to do.
I added in that we're doing this for Parquet files to give some more detail.
