Built and ran the tests natively on Android without issue, so this should just work.

The latest official workflow tag is out of date now and still builds with the last 6.3 Android SDK by default, which fails here because this repo defines its own macros, a feature that didn't work with Swift 6.3 when cross-compiling, swiftlang/swift-package-manager#8094.

Instead, I have now updated the Android config locally to what the next official workflow tag will likely have, additionally including cross-compiling to 32-bit Android armv7- which cross-compiled fine when I just tried it- and lowering the Android API levels to the earliest supported.

Updated to the latest tag of the official workflow and removed the Android changes that were already made there

x86_64 should also build fine against API 23, but that old emulator image stalls, so using API 26 for that testing alone.
