fix: rust image builds again on zip 9; requirements changes rebuild their images - #79

Every zip 7.x and 8.x release is yanked on crates.io, so the preload manifest's zip ^8.1.0, calamine 0.33 (zip ^7) and undoc 0.1 (zip ^2) no longer resolve and the rust image fails at cargo build. zip moves to 9.0.3 and undoc to 0.27.0, which requires zip 9. calamine has no release on zip 9 yet (tafia/calamine#742) and is dropped from the preload until it does; undoc still reads XLSX. The change filters watched only each Dockerfile, so an edit under docker/requirements/ built nothing on a PR and was retagged from the previous release on a tag push. Each image's filter now includes the requirements files its Dockerfile copies. Co-Authored-By: Claude <noreply@anthropic.com>

The rust image no longer builds: every
