• remove the retired code coverage workflow and badge
• remove yamllint
• align Rust setup, explicit runners, mise, and pnpm with rand_mt
• add the tag-driven crates.io trusted publishing workflow
• replace the obsolete generic Ruby/Rake task runner with mise tasks
