Centralize the Docker release conventions used by uv, Ruff, and ty. Shared actions interpret the
cargo-distplan, check release versions againstpyproject.toml, and generate release, development, and dry-run metadata. Callers supply Depot project IDs, image inventories, registry credentials, and release gates.Saved images are handed to the publisher by build ID and digest. Publication copies the complete multi-platform index, verifies the copied digest, applies index annotations, and attests the original and published images.
