Node.js 20 reached end of life in April 2026. Raise engines, the build target, CI, discovery, and docs to 22.12 without bumping 0.3.9. Co-authored-by: hamzahskafi <hamzahskafi@users.noreply.github.com>
Node 22.12.0 through 22.16.x ship libuv 1.49, which reports dev 0 from path stat and the volume serial from fstat. Compare inodes, and compare device ids only when both are nonzero, so the 22.12.0 Windows lane can open files. Co-authored-by: hamzahskafi <hamzahskafi@users.noreply.github.com>

Raises the CLI minimum Node.js version to 22.12. Node.js 20 reached end of life in April 2026, and
commander@15andvitest@5already require 22.12. Resolves AUG-294. Part of AUG-348 (plan items N.1 to N.4).
