P1 Badge Update the type-aware compiler bridge with Oxlint

Oxlint 1.86 requires oxlint-tsgolint >=7.0.2003, but this change leaves the explicitly installed bridge at 7.0.2002 (pnpm-lock.yaml:798-807). The repository's lint commands run Oxlint's type-aware rules, so CI and local linting now use an unsupported peer combination and may fail or produce invalid type-aware diagnostics. Upgrade oxlint-tsgolint and regenerate the lockfile together.
