The default 5s timeout intermittently kills test discovery on the msvc Debug CI runner, failing the build with no test-code issue.

The default 5s discovery timeout intermittently kills test discovery on the msvc Debug CI runner, failing the build without any problem in the test code. This raises it to 60s for
beman.optional.test.
