- Question / help issue form for setup and usage questions, alongside the existing bug report and feature request forms. - CODEOWNERS makes the maintainer the required reviewer for every path, so the main-branch ruleset's code-owner review means maintainer approval. - Document the merge rules in CONTRIBUTING.
