This Action is supposed to turn English Markdown text into POTs for translation, then commit them to a branch, and automatically make a PR for merging. It only currently runs on updated text changes.

Unfortunately, it's not making the PRs; I think due to the missing permissions text I've now added here. So there was (I've now deleted it) a stale auto_translations branch that wasn't being updated because this runs checkout -b (so a stale existing branch will block it), nor was a PR being made to signal it should be pulled.

Hopefully, this restores the auto-PR functionality; if it doesn't, then adding the ability to run the workflow on demand (with workflow_dispatch) at least makes occasionally remembering to do this manually less annoying.

Update - this (and one other thing that I hotfixed, once it was clear this was "sanctioned") failed to solve the auto-PR issue; as stated by email earlier, I think/guess this is an org-level actions setting that is percolating down, and preventing auto-PRs.

If the security of keeping it that way outweighs the convenience of auto-PRs, that's frankly entirely sensible, but it does just mean the auto_translations branch should be manually PRed from time-to-time if and when it is noticed existing.
