The signed commits rule in the main branch ruleset only checks commits on main. This workflow checks every commit in a pull request, so an unsigned commit fails before it is merged.

The contribution guide requires signed commits, but the signed commits rule in the main branch ruleset only checks commits on main. This workflow fails a pull request when any of its commits lacks a verified signature.
Once it is merged, the ruleset will require the Signatures check and signed commits on main.
No tests run: the Signatures check on this pull request is the first run of the workflow.
