chore(deps): bump python-minor-patch group across the workspace - #99

ruff 0.17.1, mypy 2.4.0, boto3 1.43.114, sqlglot 30.23.0, trino 0.340.0, psycopg2-binary 2.9.13, in every pyproject.toml that pins them, and urllib3 2.7.0 to 2.8.0 in uv.lock (CVE-2026-97687, CVE-2026-97689; Trivy attributes them to any PR that touches the lock). Dependabot #86 and #95 missed the runtime's own mypy/ruff pins, which left the workspace unsatisfiable.
