Full CodeQL scans currently run for ordinary PR updates and default-branch pushes. Recent Rust analyses took 7.6–11.5 minutes each, competing with required product CI. This change runs only Actions analysis for PRs changing workflows or local actions, and moves all five languages to a weekly Sunday 04:17 UTC scan or manual dispatch. Queue drafts skip repeated analysis, and full scans use at most two runners concurrently.
The workflow uses the published CodeQL v4 commit and
build-mode: none. Existing alert history is preserved. It starts only after the repository variableCODEQL_ADVANCED_ENABLEDis set totrue, so opening or merging this PR does not overlap the existing default setup.Cutover after merge:
CODEQL_ADVANCED_ENABLED=true, dispatch this workflow on master, and verify all five analyses upload results.CONTRIBUTING.md includes verification and rollback steps. Repository security settings have not been changed as part of this PR.
Validation: 12 focused workflow tests passed, covering PR versus scheduled/manual language selection, the explicit cutover flag, queue-draft exclusion, and path/event triggers; actionlint and diff checks passed. All pre-push hooks passed. Live CodeQL upload verification belongs to cutover because default setup is still enabled.
