chore(deps): drop content-hash verification for dependency downloads - #222

Dependencies stay version-pinned in cmake_ext/, but CMake no longer checks SHA-256 for FetchContent archives, release packages, or single-file downloads. Existing cached files are reused as-is; delete a file to refresh it. Cache fingerprints drop source_sha256, and docs, CI step names, and contract tests follow the new behavior.
