fix(scripts): reuse fetched PCRE2 source in sanitizer builds - #225

PCRE2 is now a FetchContent dependency, so run_sanitizers.sh passes FETCHCONTENT_SOURCE_DIR_PCRE2 alongside nlohmann/json and GoogleTest when build/_deps already holds the source. A fresh sanitizer build directory no longer needs network access for it. CI's build-and-test and sanitizer jobs cache the same Inferlet and stb_image downloads, so they now share one key derived only from the two modules that pin those files.
