This package hasn't been updated since 2023 and isn't compatible w/ newer Django releases.

Removing the GHA pre-commit workflow, we can run it locally.

Upgrade to Python 3.15, Django 6.1, and test against postgres18. We should check what version of PG is running on Heroku before merging.
