Any sk_ key in the environment or on disk takes the accountless path when there is no --app or linked profile, claimed application or not, so clerk config patch with CLERK_SECRET_KEY for a claimed dev instance said "Unsupported config key for an unclaimed accountless application" and told the user to claim it.

A refusal now reads GET /v1/instance once: a non-null workspace_id means the application belongs to an account, and the patch, pull-keys, instance-field, put, schema and --instance refusals then say "with only a secret key" and to pass --app <id> --instance <dev|prod> (or run clerk link) with clerk auth login or CLERK_PLATFORM_API_KEY. The clerk enable billing / clerk disable billing and clerk users open <user-id> refusals get the same check. A failed lookup gives both wordings and never calls the application unclaimed. A valid payload makes no extra request, and a default config pull of a claimed application warns what the secret key left out. No Backend API route changes username, phone or email sign-up settings, so those still need the account.

Walkthrough

Keyless commands now use /v1/instance claim status to distinguish claimed, unclaimed, and indeterminate applications. Refusal messages provide claim-specific account, linking, and targeting guidance. Default config pull warns when a claimed application's secret key returns selected groups. Payload validation is awaited. Tests and documentation cover configuration, billing, and users open behavior.

…reached by its secret key

Any `sk_` key in the environment or on disk takes the accountless path when
there is no --app or linked profile, claimed application or not, so
`clerk config patch` with CLERK_SECRET_KEY for a claimed dev instance said
"Unsupported config key for an unclaimed accountless application" and told
the user to claim it.

A refusal now reads GET /v1/instance once: a non-null workspace_id means the
application belongs to an account, and the patch, pull-keys, instance-field,
put, schema and --instance refusals then say "with only a secret key" and to
run `clerk auth login` and `clerk link` (or pass --app). A failed lookup
keeps the accountless wording, and a valid payload makes no extra request.
No Backend API route changes username, phone or email sign-up settings, so
those still need the account.

…known application

A claimed application's refusal now says it belongs to a Clerk account, that a
secret key can't change the keys it names, and to pass --app <id> --instance
<dev|prod> (or run `clerk link`) with `clerk auth login` or
CLERK_PLATFORM_API_KEY, since a login alone isn't enough while the secret key
takes precedence. An unclaimed one keeps the claim-the-app copy. When GET
/v1/instance fails, the refusal covers both cases rather than calling the
application unclaimed.

`clerk config pull` of a claimed application warns what the secret key left
out, reading workspace_id from the instance group it already pulls.

…refusal for a claimed application

The claimed-application warning ran inside pullKeylessConfig, which a patch
also calls to diff, so a patch printed it mid-write and sent an extra
GET /v1/instance. It now lives in configPull, only without --keys, and reads
workspace_id from the instance group the pull already fetched.

clerk enable/disable billing told a claimed application reached by its secret
key to claim it. Its refusal now asks /v1/instance and words itself the same
way the config refusals do.

…ers open`

With only a secret key on disk, `clerk users open <user-id>` told a claimed
application it was unclaimed and to claim it. The refusal now asks
/v1/instance: a claimed application is pointed at `clerk link` (or --app)
and exits not_linked, and a failed lookup gives both.

keylessTargetStubs also covers every export of lib/keyless-target.ts again.

…that was passed

With `--secret-key` and no app target, the refusal resolved and asked Clerk
about the directory's own key instead, so a different local key decided the
message and exit code. It now checks the passed key's prefix and asks about
that key, and resolves the local one only when none was passed.

…before the picker

With `--secret-key`, no user ID and no app target, the picker ran first and
then failed with "Cannot build a dashboard URL from --secret-key alone… run
`clerk link`", which can't work for an unclaimed application. That path now
gives the same claim-aware refusal as the user-ID path, before the picker.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
With `--secret-key --instance` and no user ID, the picker still ran first and
the missing-app usage error came only after a user was chosen. The app-target
check now runs before `pickUser`, so no one picks a user that can't be opened.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Reject keyless users open before the application picker.

When an unlinked directory runs users open without --app or --instance, resolveAppContext throws NOT_LINKED. The human-mode catch then invokes the application picker without options.secretKey. A selected application's dashboard target returns before the outer assertNotKeyless call, so the command can open the selected application's dashboard instead of the application identified by the explicit or directory-resolved secret key. Call assertNotKeyless(options, userId) before the picker. This only affects the NOT_LINKED fallback and preserves linked-profile behavior.
