fix(mosaic): send invitations with a valid email still in the input - #10599
Mosaic only enabled Send once an email had been turned into a tag with Enter or a delimiter. Typing one address and clicking Send did nothing: the button stayed unavailable, focus never left the field, and the address was never sent. Legacy enables Send for a valid address still in the input.
The tag input gains onInputValueChange, which reports the text not yet turned into a tag.
canSendInvitations counts that text along with the tags. A valid address enables Send; an invalid one keeps it unavailable, even beside valid tags.
The typed text lives in each controller's form values, so reopening the invite dialog starts clean.
The create organization invite step uses the same fields and rule, so it gets the same fix.
Clicking Send moves focus off the field, which turns the typed text into a tag before the submit runs, so each address is sent once. This matches legacy.

TagInput now supports controlled and default input-text values and reports text changes. Organization-profile and create-organization invitation flows track the uncommitted email draft, validate it with invitation utilities, and include it in submissions when eligible. The organization-profile dialog clears the draft when reset. Tests cover TagInput state and invitation submission, validation, duplicate addresses, and draft reset. The invitation story fixture now uses the invite controller.
Users can be blocked from sending an invitation without being told why the draft is invalid.

Before, Send invites stayed greyed out with grace@example.com typed, and clicking it left the text in the field with no toast. After, Send is enabled and clicking it closes the dialog with an 'Invitation sent' toast.
Send now counts a valid address typed into the email field but not yet
turned into a tag, in both the invite members dialog and the create
organization invite step. An invalid typed address keeps Send unavailable.
Rename pendingEmailAddresses to emailAddressesToInvite, return the
invited addresses from the invite submit so the toast counts them, and
drop the view-side submit guards now that the controllers own canSubmit.

Show an error when an invalid draft disables Send.
When a valid address is already a tag and an invalid address is in the input, Send is disabled. hasInvalid checks only committed tags, so the field stays valid and Field.Error does not show m.invalidEmails. The user cannot see why Send is disabled.
Compute hasInvalid from the same address list that canSendInvitations uses. The error state then matches the Send state.
