Clarifies how Customer Metadata Boundary applies to stored Workers logs and traces, including invocation logs, and where data may be stored when no boundary is configured. Distinguishes Cloudflare persistence from OpenTelemetry export.

## Data location

Cloudflare-stored Workers Logs, including invocation logs, follow your account's [Customer Metadata Boundary](/data-localization/metadata-boundary/) setting when one is configured. If no boundary is configured, logs may be stored in Cloudflare's core data centers globally.

The Data Localization compatibility page says Workers logs can't be viewed outside the US when Customer Metadata Boundary is on (footnote 27 on the "Workers deployed on a Zone" row). If that's still true, can we mention it here? If it's no longer true, can this PR update that footnote as well?
