feat(lsp): say whether a repo needs a language server - #33

Conversation
Add the `lsp` skill, triggered by `need lsp`. It counts tracked source files per language, judges whether a language server would pay off, and checks whether the official LSP plugin and its binary are already on. It reports the missing install steps and never installs anything. Smith does not call it automatically; the magic word is the trigger.
