i18n: the whole message catalog ships with every root import (Button budget grows with every new component string) #325
Description
Today: root: Button only bundles the full en + pt-BR catalogs. Every PR that adds strings (MotionStage, AppShell, Combobox, CommandPalette, InstallPrompt…) raised the Button budget: 27530 -> 28600 B over this cycle. Fix the structure: per-component message slices (useT('combobox') importing only its group) or lazy locale loading, so a component pays only for its own strings. Acceptance: Button-only bundle drops below 27.5 kB and stops moving when unrelated components add strings; a test that adding a key to an unrelated group doesn't change the Button bundle.
