test: browser tests fail intermittently under machine load (Menubar, VirtualList, NestedLayers) #544
Description
Seen during #542 on main, with the original CSS too: in full bun run test:browser runs on a loaded machine, a different test fails in each run (Menubar, VirtualList, NestedLayers) and passes when rerun. Per AGENTS.md, a gate that fails only under load is a bug: find the wall-clock waits, fix them with fake timers or by awaiting the observable condition, and prove it with 3 consecutive clean full runs under load.
