test: lighter suites: one pass per route, targeted local runs, machine-wide lock, native VRT #546
Description
Local suites freeze an M4 Pro (2433 Playwright tests load all 182 docs routes 4-6 times; VRT runs in emulated amd64 Docker). Merge route sweeps into one pass, run only what the diff affects by default, add a machine-wide run lock, switch VRT baselines to native darwin, cheapen slow component tests, update docs.
