Part 1 of the Concepts program. Methodology page (how to read evidence labels, limits, how to validate), a references dataset where every source is opened and verified (verified date + claim excerpt), the Concepts docs group with the page template, AGENTS.md writing rules, and tests (banned phrases, every used reference verified). No 'science' branding: the section is Evidence.
