route-impact: a CLI source under packages/ui/bin selects every docs route #593
Description
packages/ui/bin/*.ts are Node programs (codeatlas-ui, ca-ui-mcp). No docs page renders or imports them, but route-impact.ts reports them as "not a file the route map knows", so a change to the MCP server runs the full route sweep (2319 tests, 300 s) and put #572 over the 360 s land budget. They belong in NO_ROUTE_IMPACT.
