test budget: landShared 360 s cannot hold components ALL + routes ALL + the mandatory rebuild #596

Measured on #583 (load 7.5): unit 8 s + components ALL 80 s + package build 12 s + site build 134 s + routes ALL 148 s = 382.5 s, no failing test. The 360 s was measured in #546 before #591 made the land gate always rebuild (146 s) and before the atlas, concepts, styles and index pages added ~300 routes. #572 (283 s) and #573 (288 s) fit because they do not run components ALL. Raise landShared to 420 s (the measured worst case plus ~10%); every smaller selection keeps its own budget.
