test: budget of test:changed follows the selection scope #604

bun run test (test:changed, 60 s budget) on a dependency bump (happy-dom, PR #588) correctly selected all ~2190 component tests and ran 95 s at load 10.5 (the full component set alone is ~80 s). The 60 s budget assumed a narrow selection.

Fix: when the selection widens to every component test (a shared file or a test-runtime dependency), test:changed applies the landShared budget (240 s) and prints "widened to all components because ". A narrow selection keeps 60 s. #588 (happy-dom security fix) landed with all tests passing but over the old 60 s budget; this is the follow-up.
