Umbrella for the fast inner loop (design in the PR). Targets: warm one-component test <=10 s, narrow land <=60 s, shared land <=120 s, <=4 cores, fresh worktree <=2 min. Hygiene: nothing orphaned, every cache capped, clean:caches. Atlas seams: codeatlasdev/atlas#124 #125 #126 #127 #128 #129 #130.

    Working on this in #629 (draft). Branch feat/628-fix-test-inner-loop-is-slow. Regression test first, then the fix.
