fix: test: the package builds twice per land and from cold in every worktree; skip it when its inputs are byte-identical #630
Description
Follow-up to #628 (codeatlasdev/atlas#126 for the cache seam). svelte-package is 9.6 of 12.7 s of the package build and runs twice per land (gate, then validate) and in every fresh worktree. Hashing all 2,739 input files takes ~80 ms in Bun. Key = sha256 of the bytes of every input in the worktree (uncommitted edits included). Release forces a cold build.
