fix: release workflow fails Verify on the wall-time budget (GitHub runner, 4 cores) #643

The Release run for @codeatlasdev/ui@4.6.0 (run 40240593485) failed in Verify: bun run validate passed every step (validate ok in 110.6s) but test-run exited 1 with OVER BUDGET (110.6s of 90s, load 3.5 on 4 cores). Budgets are local regression gates calibrated on the dev machine; the release workflow's Verify step is a correctness gate. Nothing was published (npm latest is still 4.5.0). Fix: release.yml runs bun scripts/validate.ts (the checks) instead of the budget-wrapped bun run validate. The workflow file comes from main on dispatch, so the existing tag can be published with bun run release --publish.
