docs: record that the Release workflow's Verify runs validate without a wall-time budget #645
Description
Follow-up to #643. The release job runs bun scripts/validate.ts (every check) without the 90 s local budget: the 4-core GitHub runner measured 110.6 s while every check passed. Record this in AGENTS.md (tests section) and in the 4.6.0 changelog post, which says the gates are measured, so the trade-off isn't silent. Budgets remain enforced locally (validate, land, test:full, test:e2e, test:routes, test:vrt).
