The budget column of the Tests table in AGENTS.md repeats BUDGETS (scripts/test-run.ts) by hand and can drift (TruthAudit). Add a unit test that reads the table and fails when a command's budget differs from BUDGETS.

    Working on this in #655 (draft). Branch fix/648-test-agents-md-budget-table-is. Regression test first, then the fix.
