BREAKPOINTS is declared in components/Layout/layout.ts and again in stores/responsive.svelte.ts (TruthAudit). Make layout.ts the owner and import it in responsive.svelte.ts; add a test that fails on any @media/matchMedia width in packages/ui/src and site/src that is not derived from the set.

    Working on this in #656 (draft). Branch fix/649-refactor-one-breakpoints-owner-layout-ts. Regression test first, then the fix.
