Component and site tests assert >= 44 by hand while the token is --ca-touch-target: 44px (TruthAudit). Read the token through one helper so a change to it cannot leave tests behind.

    Working on this in #657 (draft). Branch fix/650-test-touch-target-tests-read-ca. Regression test first, then the fix.
